Castration Bill Passed for The Perpetrator Of Rape. The National Assembly Committee passed the Anti-Rape Bill 2020, Criminal Law Amendment Bill 2021 and NAB Amendment Bill 2021.

Castration Bill Passed for The Perpetrator Of Rape:

A meeting of the National Assembly Standing Committee on Law and Justice was held under the chairmanship of Riaz Fatyana in which the Anti-Rape Bill 2020 was discussed. Nafisa Shah of the PPP raised strong objections to the bill.

PPP’s Hussain Tariq said that it would be better if the existing laws were made more effective. The establishment of special anti-rape courts would be a difficult step.

Alia Kamran of JUI-F also said that this is a provincial matter, how it will be enforced on the whole of Pakistan, the provinces are subordinate to the High Courts, why the Chief Justice of the Supreme Court was consulted on it.

The National Assembly Standing Committee on Law and Justice passed the Anti-Rape Bill 2020 by 8 votes to 4. PML-N member Mahmood Bashir Work also voted in favour of the government bill.

“Supporting Mahmood Bashir Work means my bill is right,” the law minister said.

Nafisa Shah and Alia Kamran wrote a dissenting note that the passage of the bill could create divisions in the judiciary.

The meeting discussed the Criminal Law Amendment Bill. The law minister said that:

Under the Criminal Law Amendment Bill, chemical castration would be given to the perpetrator repeatedly involved in rape. Riaz Fatyana, chairman of the committee, objected that chemical castration would affect the rights of the offender’s wife.

Alia Kamran objected that the government bill was against Article 13 of the Constitution. Syed Naveed Qamar asked to be told that chemical castration would be done first or a death sentence would be given.

The law minister said that when the rapist commits the crime again after serving a life sentence, he will be punished with chemical castration.

The National Assembly Standing Committee on Law and Justice also passed the Criminal Law Amendment Bill 2021 by 8 votes to 4. PML-N member Mahmood Bashir Work also supported the government bill.

The meeting discussed the NAB Amendment Bill 2021, under which the re-appointment of the Prosecutor General will be possible after the expiry of his term.

The Law and Justice Committee also passed the NAB Amendment Bill 2021. The bill received 8 votes in favour and 3 against.

PML-N member Mahmood Bashir Work also voted in favour of the third government bill.
